A elected vice-president of the committee on education, culture, communication and sport, Biarritz LR senator, Max Brisson, could become one of the next two spokespersons for his group in the Senate. This Monday, October 14, he took stock of his first year in office since his re-election. Max Brisson mainly spoke about his current projects, responding, in passing, to current questions linked to the arrival of Michel Barnier at Matignon, a month ago.
Budget
Max Brisson supports the Barnier government. However, he believes that a debate must be held about the budget. He announces the color: “The communities are in no way responsible for the public debt. » The senator adds that “communities can take their part, but perhaps in a less standardized way, depending on the size of the municipality or its situation”.
Immigration
What about Interior Minister Bruno Retailleau, who has toughened his tone since his arrival? “He is a personal and political friend, I have a lot of esteem for him,” replies the senator. Is Max Brisson, however, in line with the toughening of migration policy desired by his friend?
“If we do not understand that the sovereign people are irritated by the political, economic and social context, and that they generally expect more authority, security and control of migratory flows, then this produces the vote of the extremes and the RN vote, but also the disconnection which characterizes macronism”, analyzes the senator. It remains to be seen where Max Brisson is putting the cursor. “Personally, I am not in favor of zero immigration, but of selective immigration, with people who integrate through work. German and Danish social democrats think like this. The French left remains irresponsible on this subject. »
Furniture
The tax niche reserved for furnished tourist accommodation has therefore been eroded since the vote on an amendment by Biarrot and other senators. “We will ensure that this is not called into question in the next Finance Act. This should not be the case, because the time for tax loopholes is over. » The Biarritz elected official is also counting on the Minister of Housing, Valérie Létard, to “take over the proposed Le Meur – Echaniz law”, recalling in passing that “the measure voted in the Senate was better in terms of taxation “.
Year round
The senator now intends to protect the lessor year-round from unpaid debts and reduce the energy standards that weigh on his portfolio, at least in tense areas. “I also advocate a tax system that favors year-round rentals,” he says… Before being “realistic”: “The time is no longer for reductions. This is not what will color the next budget. »
I will
ZAN as Zero net artificialization. The senator is clearly opposed to this system to combat the artificialization of land. “We are going to ask certain municipalities (…) to schedule their death. Yes, there is a climate crisis, but also a housing crisis. We come back to our request for differentiation, which allows the rules to evolve according to the reality of the territory. »
School card
According to the senator, National Education will carry out position restrictions in March. Max Brisson is thus campaigning for a multi-year development of the school map, in order to enter “into a logic of trajectory” and to put an end to “the brutality of this map, modified each year”.
Water
In Béarn, the governance of water and sanitation has not become a community competence, as in the Basque Country since 2017. Max Brisson wants to “leave the choice to elected officials” and “break the barrier that requires the transfer of this skill.
Language
The Molac law, relating to the heritage protection of regional languages and their promotion, “did not give the desired impetus” according to the Biarritz elected official. “With others, I requested an evaluation mission on its application,” he announces. Mission for which Max Brisson could become rapporteur. “Immersion is just a simple circular, written under the mandate of Jean Castex,” he recalls. In the current budgetary context, the senator fears that the Public Office of the Basque Language (OPLB) will be put in danger. He thinks it will be necessary to prioritize certain funding. And the elected official places the immersion of the youngest at the forefront.
Traditions
Max Brisson defends traditional hunts, bullfighting and even firefighting. “This is a fight against a form of standardization of our societies. In particular, I will protest, before November 14, against a proposed law prohibiting the attendance of bullfights by those under 16 years old. We can think about the age, but 16 years old kills the bullfighting school and the transmission of a culture that we do not impose on others. »
